appearance. charlie is a pale-skinned girl with curly reddish-brown hair. her lips are thin and naturally bright pink, and her eyebrows are a thick orange color. her eyes are toffee brown with tints of green, and her eyelashes are very long. her voice is milky soft and hints at a french accent.
accessories and scars. charlie wears pretty lace gloves that she sewed herself before she came to the sanctuary. she has a deep scratch on her forehead that she usually covers up with her hair.

personality. charlie is a social butterfly. she loves helping others and trying to lift others up. she will do anything she can to help someone, even at her own risk. she is talkative and tends to talk too much and sometimes inappropriately, but its mostly because of her age and inexperience. charlie is also incredibly sensitive. she feels her emotions very deeply in her heart, but often bottles it up as she was taught before she came to the sanctuary. she's sweet and hopeful, very overprotective of her younger friend rieka. she tries to put on a brave face, but in reality she has a lot of worries and can never completely clear her mind.

powers.
super speed. she can run much faster than the normal human can, trained mostly on water but she can also go quite fast on land. however, she has trouble breathing when she runs because she's going so fast, and she doesn't have too much control with tight corners or obstacles that she needs to jump over.
hydrokinesis. she can create, shape, and manipulate water as well as change solids, liquids, and gases that originate from water from one state to another, like turning an ice block into water vapor. however, if she tries to control larger quantities of water, it is very exhausting to her entire body. her precision when attacking with water still needs some work.
aquatic respiration. she can breathe underwater for much longer than the normal human can. pollutants in the water drastically effect her lungs, and after she reemerges to breathe oxygen, there is a period of time from five seconds to a minute where she can't breathe at all.
illnesses. ocd, misophonia, synesthesia(associating colors with sounds)

past. charlie was born into a rich family, and her parents were hoarders. this led to the development of her obsessive compulsive disorder, and she was constantly organizing and cleaning the house. her misophonia, however, developed out of nowhere, and caused her to get kicked out of school. she was sitting in class during a test and the boy next to her wouldn't stop clicking his pen. charlie went completely psychotic, throwing her desk onto the ground and punching the boy straight in the face. she was given a suspension but her father decided it was best to home school her after that incident. for a project that her teacher introduced, she had to go and collect various leaves and label them on a poster board. she was crouching down by a river bed and she fell into the water, which had been intoxicated by the radiation. she received her powers right away, and she realized it when she didn't have trouble breathing underwater as the tide swept her away. she was thrashing and couldn't get out, but someone in a white suit pulled her out. she was scared of him and tried to push him away, but water shot out of her hands and knocked him over. she ran back home, not even realizing how fast she was really going, and walked inside to see three more men wearing the same white suits. they had come for her sister, lainey, but she went into a coma and was taken to a hospital. charlie was taken to the sanctuary and she has been there for two years. her neighboring cellmate, named rieka, made an effort to become friends, and now charlie acts as her older sibling figure.
